If you do not want as many administrators in the digital workplace, a recommendation would be to give that privilege to only the necessary users who should have that right. For other users that you would like to still have some sort of admin privilege in other areas, you could assign them as Space Administrators, or give these users "Full" Access to areas where you'd want them to have control. Full access will give them the ability to do what administrators can do, like control content but only in that specific location.
Do note that any once you remove them as an admin, they will no longer have access to the control administrator panel, but you are able to give them Roles to do certain items on a community wide level, for example, Member Management.
